场景驱动式档案数据授权运营模式及发展对策

摘要
探索档案数据授权运营模式，对促进档案数据的开放及其价值释放具有重要意义。在外部推力和内生动力的双重驱动 下，档案数据授权运营的物质基础和基本条件已经形成。场景驱动式档案数据授权运营模式是一种立足于特定场景、对档案数据进行授权管理与运营的创新模式，由基础性要素、过程性要素、保障性要素作为构件，其运行机理体现为“场景感知与需求触发—档案数据资源适配与整合—数据授权申请、交付与使用—场景化价值释放—场景拓展和新场景构建”的工作循环过程。本文最后从数据素养提升、治理体系优化、场景需求驱动、试点先行等方面提出推动场景驱动式档案数据授权运营模式健康发展的建议。

Abstract
Exploring the authorized operation model of archival data has great significance for promoting archival data opening and releasing its value. Driven by both external impetus and internal motivation, the material foundation and basic conditions for the authorized operation of archival data have been established. The scenario-driven archival data authorized operation model is an innovative model that focuses on specific scenarios and authorizes the management and operation of archival data. This model comprises fundamental elements, processual elements, and safeguarding elements as its core components. Its operational mechanism manifests as a cyclical workflow: "scenario perception and demand triggering-adaptation and integration of archival data resources-data authorization application, delivery, and use-scenario-based value release-scenario expansion and new scenario construction." Finally, suggestions for promoting the healthy development of the scenario-driven archival data authorization operation model are proposed, including improving data literacy, optimizing the governance system, driving by scenario demands, and prioritizing pilot projects.
