基于案例探究非政府机构电子档案社会信任困境与对策

摘要

在新《档案法》明确电子档案法律效力的背景下，社会信任问题将成为制约电子档案利用效能的重要因素之一。本文基于案例研究方法，以三件非政府机构电子档案不被信任事件作为研究对象，借鉴彼得·什托姆普卡的信任文化解释模型构建研究框架，从“资质能力”“技术透明度”“熟悉程度”“价值取向”四个维度分析非政府机构电子档案社会信任困境产生的原因，并有针对性地提出对策建议，包括构建电子档案管理资质授予体系、搭建电子档案真伪验证技术平台、拓展电子档案开放的广度和深度、争取政府的信用担保。由于电子档案管理具有共性，本文对政府机构电子档案社会信任问题研究亦有借鉴价值。

Abstract

Under the background that the new Archives Law clarifies the legal effect of electronic archives, the issue of social trust will become one of the important factors that restrict the efficiency of the use of electronic archives. Based on the case study method, this paper takes three cases of electronic archives of non-governmental institutions not being trusted as the research object, uses the trust culture interpretation model of Piotr Sztompka for reference to build a research framework, and analyzes the reasons for the social trust dilemma of non-governmental institutions' electronic archives from the four dimensions of "qualification" "technical transparency" "familiarity" and "value orientation", and put forward targeted countermeasures and suggestions, including building the qualification awarding system for electronic archives management, building a technical platform for electronic archives authenticity verification, expanding the breadth and depth of the opening of electronic archives, and striving for government credit guarantee. Because of the commonness of electronic archives management, this paper also has reference value for the research on the social trust in electronic archives of government agencies.
