中国特色档案利用服务体系的建设与完善

摘要
“方便人民群众的档案利用体系”是中国特色档案利用服务体系建设的内在本质、行动纲领和“政治承诺”,经过多年建设,已初步形成。它由档案利用服务资源体系、组织体系、政策体系、平台体系、规则体系构成,呈现出政治意识强、范围全覆盖、服务均等化、利用便捷性等总体特征,并以政策推进、多方参与、内外联动、国家保障为其内在运行机制,多方面体现出“中国特色”。“十四五”期间,档案利用服务体系需要进一步建设完善,不断提升档案利用服务效能,让人民群众有更多的获得感和幸福感。

Abstract
"For the convenience of the masses" is the intrinsic nature, action program and "political commitment" of the archival utilization and service system with Chinese characteristics which has formed after being constructed for many years. It comprises resources system, organization system, policy system, platform system, and rule system, presenting the general characteristics of strong political consciousness, full coverage, equal service, and being used conveniently. It takes policy promotion, multi-party participation, internal and external linkage and state guarantee as its internal operation mechanisms and reflects "Chinese characteristics" in many aspects. During the 14th Five-Year Plan period, the experience of the construction of archival utilization and service system needs to be further developed, thus constantly improving the efficiency of archival utilization and service so that the people can get more sense of gain and happiness.
