中国电子健康档案管理模式研究—基于澳、美、加调研分析

摘要

选取澳、美、加调研三种典型电子健康档案管理模式的运行优势和问题,并结合我国国情和电子健康档案开展现状,提出中国电子健康档案点面结合的集中管理模式,构建国家层面电子健康档案管理组织结构和面向社区的电子健康档案管理平台等;最后从社区管理、统一标准、应急管理、法律法规等角度为点面结合的电子健康档案的集中管理提出优化策略。

Abstract

：This paper analyzes the advantages and problems of three typical electronic health archives management modes in Australia, the United States and Canada, and puts forward link work at selected spots with that in entire areas centralized management mode based on China’s national conditions and the reality of e-health archives, then constructs the organizational structure of e-health archives management at the national level and the community-oriented e-health archives management platform and so on. Finally, the paper put forward the optimization strategy of link work at selected spots with that in entire areas centralized management mode of e-health archives from the perspective of community management, unified standards, emergency management, laws and regulations, and so on.
