美英法三国科技档案管理的特点及对我国海洋科技档案工作的启示

摘要

本文系统总结了美国、英国和法国在科技档案管理体制、管理制度、管理机构、利用服务、数字档案馆建设等方面的经验和特点,结合我国海洋科技档案管理现状,提出未来发展策略：在国家层面建立海洋科技报告制度,改变档案资源收集、归档、共享难度大的现状;高度重视海洋科技档案法规制度建设;大力加强海洋科技信息咨询服务工作;强化海洋科技档案资源的集成管理;积极推进现代信息技术在海洋科技档案工作中的应用。

Abstract

This paper summarizes the experience and characteristics of the United States, Britain and France in the scientific and technological archives management system, management rules, management mechanism, utilization services, and digital archives construction. Combination with the status quo of marine scientific and technological archives management in China, the paper puts forward the future development strategies: establishing the report system of marine scientific and technological at the country level for changing the current situation of the file collection, filing and sharing, attaching great importance to establish marine scientific and technological archives regulations, strengthening the marine scientific and technological information consultation services, strengthening the integrated management of marine scientific and technological archives resources, and promoting the application of modern information technology in marine scientific and technological archives management.
