供给侧改革视角下的档案社会存管服务研究—— 以广州市调研为例

摘要
本文从供给侧改革视角出发调研了广州市档案社会存管机构的日常运维现状,发现当前档案社会存管服务提供方的低成本服务与服务需求方档案存管高质量需求之间存在矛盾;档案社会存管服务供给与社会需求未有效对接,存管服务机构的闲置资源仍待开发利用;档案社会存管服务机构资质认证标准与实践脱轨;存管机构服务质量与需求方档案管理利用实际需求之间存在矛盾等问题,并针对上述问题提出了通过合理发挥需求侧对供给侧的引导作用,以供给侧结构性改革实现供需平衡;推进档案社会存管服务标准、制度化建设,提升档案存管服务需求方对存管机构服务信任度;加强档案社会存管服务行政监管,保障档案社会存管服务质量;加强档案社会存管服务的宣传推广,培育稳定的用户群体等对策。
Abstract
Based on the supply-side reform, it researches on the current situation of operation and maintenance in Guangzhou archival social depository and management institutions(GASDMI). It finds some problems such as the conflict between the lower costs of GASDMI and the users’higher service demands, the mismatching between the qualification certification standard of GASDMI and the practical operation, the contradiction between the service quality and actual demands of records management and utilization. Considering the problems above, it supplies countermeasures such as balancing the supply and demands by playing leading roles from demanders’side, promoting the construction of standards, regulations and credibility in GASDMI, strengthening the administrative supervision and management of GASDMI to ensure the quality of services and promoting the service of ASDMI and cultivating stable users’group.
