我国科技档案管理体制机制建设的政策建议

摘要

为构建科学合理、有效可行的科技档案管理体制机制,推动我国科技档案事业可持续科学发展,建议国家有关部门采取如下措施：树立新科技档案观,健全科技档案工作法规制度体系,强化科技档案工作监督管理体系,理顺各相关主体的权责关系,建立科技档案管理的纳入机制,建立科技项目档案验收和审计制度,优化科技档案解密和开放制度,明确科技档案的所有权,推进科技档案管理标准化,加强科技档案人才和经费保障。

Abstract

To construct a reasonable and feasible system of sci-tech archives management, and to promote the sustainable development of sci-tech archives cause, the related departments should take the following measures: building new notions of sci-tech archives management, improving the system of laws and regulations for sci-tech archives management, reinforcing the supervision system of sci-tech archives management, confirming the authority-responsibility relationships of every relevant subject, building incorporating mechanism for sci-tech archives management, building regulations for sci-tech projects archives checking and accepting management and for sci-tech projects archives assets auditing, improving regulations of secret mechanism and decryption mechanism for sci-tech archives, clearing ownership of sci-tech archives, improving the standardization level for sci-tech archives management, reinforcing the talent and funding guarantee.
