摘要

我国各个历史时期的中央政府、地方机构，以及中国共产党领导的各级政府机关、团体组织、武装力量、企事业单位和个人等，在边疆治理活动中形成了丰富的档案文献，是“十五五”时期服务党和国家边疆治理的重要资源。基于此，从解决边疆治理需求侧与档案生产侧间的矛盾视角，遵循技术发展与档案事业演进双重规律，提出边疆治理档案文献数智化建设问题，以政策引领指明方向，主体协同形成合力，资源整合夯实基础，价值挖掘释放潜能，个性服务提质增效，最终完成边疆治理档案数据价值跃迁和智慧服务体系构建，可为传承边疆记忆、支撑边疆决策和铸牢中华民族共同体意识提供档案数智助力。

Abstract

In various historical periods in China, the central government, local institutions, as well as government agencies, organizations, armed forces, enterprises, institutions, and individuals at all levels, under the leadership of the Communist Party of China, have formed a wealth of archival documents in the course of border governance activities. During the 15th Five-Year Plan period, these documents carry the important mission of serving the Party and the country's border governance. Based on this, from the perspective of resolving the contradiction between the demand side and the production side of border governance archives, and following the dual laws of technological development and the evolution of archival undertakings, the paper proposes the issue of digital-intelligent construction of border governance archives. With policy guidance pointing out the direction, collaborative efforts among stakeholders to form a joint force, resource integration to lay a solid foundation, value mining to unleash potential, and personalized services to improve quality and efficiency, the ultimate goal is to realize the value leap of border governance archival data and build a smart service system, which can provide digital-intelligent archival services to help inherit border memories, support border decision-making, and forge a strong sense of community for the Chinese nation.
