一体化政务服务平台数据归档的制度环境、主要模式与问题研究

摘要
一体化政务服务平台是提升政务服务效能的重要支撑，对其运行过程中形成的数据进行归档与共享，是实现政务服务全流程电子化、支撑政务服务“一网通办”的关键。本文采用网络调查法与实地调研法，系统梳理了国家与省级层面相关制度文本，并对实践现状展开观察分析。研究发现，我国已初步构建相关制度基础，但制度扩散尚不充分，各地仍需推进制度的本地化转化；同时，前端业务数据流的复杂性使后端数据归档模式呈现多样性，不同模式各有优劣，需结合实际加以选择，并在实施中加强多方协同。最后，本文就提升法律执行效能、构建多方协同机制以及深化理论思考等问题展开了进一步讨论。

Abstract
The integrated government service platform serves as a crucial foundation for enhancing the efficiency of government services. The archiving and sharing of data generated during its operation, are key to achieving fully digitalized government service processes and supporting "one-network" service delivery. This paper employs both online survey and field research methods to systematically review relevant institutional texts at the national and provincial levels, and conducts observational analysis of current practices. The findings indicate that while a preliminary institutional foundation has been established in China, the diffusion of relevant policies remains insufficient, necessitating further localization and adaptation at the regional level. Moreover, the complexity of front-end business data flows has led to diverse models of back-end data archiving, each with its own strengths and limitations. These models must be selected in accordance with practical circumstances and implemented through enhanced multi-stakeholder collaboration. Finally, this paper discusses several critical issues, including improving the effectiveness of legal enforcement, establishing collaborative mechanisms among multiple actors, and advancing theoretical considerations.
