数字时代国有企业档案资源开发利用的内在机理与实践路径

摘要

国有企业档案是国有企业研发、生产、经营、管理不可缺少的重要依据和基础。在国有企业数字化转型过程中,企业档案资源价值和作用的日益凸显,企业发展对档案服务需求的日渐强烈,法规政策对档案开发利用的积极引导,信息技术对档案开发利用的创新驱动,迫切要求优化国有企业档案资源开发利用体系。从实践来看,国有企业档案资源开发利用在价值认知、开发理念、开发方法、利用手段、保障机制等方面,仍然与数字时代的发展趋势和发展需要不适应。因此,亟须强化主动服务意识、重视档案证据价值、树立档案资产意识,从技术层、能力层、业务层、知识层、文化层优化国有企业档案资源开发利用,完善国有企业档案资源开发利用保障体系,实现档案赋能国有企业发展。

Abstract

State-owned enterprise archives are an indispensable important basis and foundation for the R&D, production, operation, and management of state-owned enterprises. In the process of digital transformation of state-owned enterprises, the value and role of enterprise archives resources have become increasingly prominent, the demand for archives services in enterprise development has become increasingly strong, laws and policies have actively guided archives development and utilization, and the innovation drive of information technology forarchives development and utilization urgently require the optimization of the development and utilization system of archival resources in state-owned enterprises. Practically, the development and utilization of archival resources in state-owned enterprises still can't meet the development trend and needs of the digital age in terms of value cognition, development concept, development methods, utilization means and guarantee mechanism. Therefore, it is urgent to strengthen the awareness of active service, pay attention to the value of archives evidence, establish the awareness of archives assets, optimize the development and utilization of state-owned archival resources from the technical level, ability level, business level, knowledge level and cultural level, improve the guarantee system for the development and utilization of archival resources instate-owned enterprises, so as to energize the development of state-owned enterprises with archives.
