基于用户画像的企业科技行政审批档案知识服务模型构建

摘要
“一网通办”背景下产生了大量的企业科技行政审批档案,如何挖掘这些档案潜在的知识价值,服务于不同用户,是企业档案知识服务转型的重要任务。本文从政府、企业和科研团队三类用户群体的知识需求出发,结合用户画像技术构建由用户画像层、数据获取层、知识反馈层、知识组织层和应用服务层组成的知识服务模型,并对该模型的适用性进行了阐释。依据该模型建设知识服务平台可为政府辅助决策、企业把握行业动态、科研团队减少重复研究以及不同用户间的合作与信息交流服务。

Abstract
Under the background of ''Accessed via One Website'', a large number of enterprise science and technology administrative approval archives have been produced. Mining the potential knowledge value of these archives and serving different users is an important task for the transformation of enterprise archive knowledge service. This paper starts from the knowledge needs of three types of user groups: government, enterprise and scientific research team, and combines user profile technology to build a knowledge service model consisting of user profile layer, data acquisition layer, knowledge feedback layer, knowledge organization layer and application service layer and explains the applicability of the model. The construction of a knowledge service platform based on this model can provide services for the government's decision-making assistance, enterprises' grasp of industry trends, the reduction of repeated research by scientific research teams, and the cooperation and information exchange between different users.
