中国《档案法》与英国《公共档案法》的比较研究

摘要

文章运用比较研究法,以中国《档案法》与英国《公共档案法》为研究对象,从结构体系、内容侧重、管理机制三个方面进行差异性分析,同时发现两者在定位、内容等方面存在共性,即同属于单行法、确定归档范围、注重档案开放且强调凭证作用。在此基础上,中国《档案法》应立足实际,从细化档案费用规定、强化私人档案管理、优化档案封闭期限等角度进一步完善。

Abstract

：This paper uses the comparative research method to study the Law of the People's Republic of China on Archives and the Public Records Act of UK.It is found that there are differences in structural system, content focus and management mechanism.At the same time, there are similarities in the positioning and content,which include belonging to the single law, determining the scope of filing, paying attention to the opening of archives and emphasizing the role of voucher. On this basis, the Law of the People's Republic of China on Archives should be based on the actual situation, and further improve from the following angles, such as refining the charging regulations for archival services, strengthening the management of private archives and optimizing the closing period of archives.
