国家治理时代我国档案资源整体治理体系构建研究

摘要

国家治理时代,党和国家机构改革不断深化,档案资源结构发生历史性变化,新修订的《中华人民共和国档案法》已开始施行,我国档案资源治理体系改革创新的机遇和风险并存。文章剖析了新时代环境对我国档案资源治理实践提出的四大挑战;阐述了档案资源整体治理体系的含义,说明了档案部门去中心化环境下我国档案资源整体治理体系构建的可行性;并从构建我国档案资源整体治理体系出发,针对政务档案、企业档案和民间档案分别提出了大数据治理、平台式治理和多中心治理的创新路径。

Abstract

：In the era of national governance, the institutional reform of the party and state of China has been deepened, the newly revised Archives Law of the People's Republic of China has been implemented,the structure of archives resources has undergone historical changes, and the opportunities and risks of the reform and innovation of the government system of archives resources coexist. This paper makes a dialectical analysis of the four challenges to the innovation of the governing archives resources in the ''new era''. It analyzes the meaning and the construction feasibility of the holistic governance system of archives resources in China under the decentralized of archives departments, and puts forward innovative paths in terms of the state archives, enterprise archives and private archives resources from the aspect of constructing the holistic governance system in China.
