电子档案要素合规分析

摘要

新修订的《档案法》提出了电子档案来源可靠、程序规范、要素合规的要求,这对推进电子档案规范管理必将产生重大而深远的影响。以我国法律对电子数据作为证据使用的要求和国家对电子公文要素的规定内容为依据,结合传统载体档案形成和管理的要求,分析提出电子档案要素构成,以期在实践和操作层面落实档案法关于电子档案合规管理的要求。

Abstract

：The newly amended archives law puts forward the requirements of electronic archives for the reliable sources, procedure specifications, and element compliance, which will have a significant and far-reaching impact on the promotion of standardized management of electronic archives. This article bases on the requirements of China’s laws on the use of electronic data as evidence and the state’s provisions on the elements of electronic official documents, combines with the requirements of traditional carrier archives formation and management, analyzes and proposes the composition of electronic archives elements. This desires to implement the requirements of the archives law on electronic archives compliance management in practice and operation.
