民生档案工作中个人信息权利保护问题

摘要

民生档案工作发展迅速,民生档案利用已经成为档案利用的主体。但民生档案的收集、管理和利用中存在着侵犯个人信息权利的风险,其主要原因在于国家相关法律法规不够完善、档案管理体制存在欠缺、档案利用程序不够规范、公民个人信息保护意识薄弱。因此,要保护好公民个人信息权利,必须完善国家法律法规、建立科学的档案管理规范、强化保护个人信息权利的行业自律意识。

Abstract

Due to the rapid development of people’s livelihood archives,the utilization of people’s livelihood archives has become the main body of archives utilization.In the collection, management and utilization of people’s livelihood archives,however, there is a risk of infringing personal information rights ,and the main reason is that the relevant national laws and regulations are not perfect ,there are flaws in the archives management system,the archives utilization procedure is not standardized,and the awareness of citizens’personal information protection is weak.Therefore,in order to protect the right of personal information, it’s necessary to improve national laws and regulations,to establish scientific archives management standard and strengthen the self-discipline consciousness of protecting personal information rights .
