论档案馆的公共价值及实现策略

摘要

以结果为导向的档案馆公共价值研究,其实质上是指档案馆同时能够满足社会公众需要所产生的效用与意义。当前档案馆公共价值缺失主要表现在提供公共服务的资源规划欠科学化、人才结构欠合理化、场所配置欠规范化,导致档案馆公共价值缺失的深层次原因主要表现为：特殊的体制安排制约了档案馆公共价值形成和路径选择;悬殊的行业差异扰乱了档案馆公共价值再生产和运作机制;过度的经济效益优先损害了档案馆公共价值彰显和实现基础。本文认为,可以从四个方面使档案馆公共价值得到实现：借助社会化媒体提升档案馆社会知名度;合理配置资源构建科学的档案信息资源体系;培育适应时代要求的价值理念和文化精神,以及打造多元服务链提升档案馆的服务能力。

Abstract

The result-oriented research on public value of archives essentially refers to the utility and significance that archives can meet the needs of the public. At present,the lack of public value of archives is mainly manifested in the unscientific resource planning,unreasonable talent structure and lack of standardization of place allocation. The deep-seated causes that have resulted in above problems are manifested in three aspects. On the one hand the special institutional arrangements restrict the formation of public value of archives and the choice of path,on the other hand the disparity of industries disturb the regeneration of public value of archives and operation mechanism.What’s more,the excessive priority of economic benefit damages the manifestation of public value for archives and the basis for its realization.The public value of archives can be realized by enhancing the social popularity of archives by means of social media,rationally allocating resources to build a scientific archives information resources system,cultivating values and cultural spirit that meets the requirements of the times,and building a pluralistic service chain to enhance the service ability of archives.

[14] 在2018年档案管理体制改革之前,由于我国是实行“局馆合一”即“一套人马”两块牌的管理模式,所以国家档案局当时在统计队伍情况时局馆人数情况是合并统计,根据国家档案局所公布的2015-2017年的这个数据是49190、48871、48505人,另外,根据国家统计网站上所公布的国家各级综合档案馆专职人员是18386、17511、16799人,从而可以看出,国家级档案行政管理部门的人数是30804、31360、31706人,档案馆与档案局人数比是大约是37.38 : 62.62%;35.83% : 64.17%;34.63% : 65.37%,本文中档案馆人才结构部分的数据正是按该比例推导出来的.
