国土资源档案数字化加工调研报告——以某市国土资源馆藏档案为例

摘要

当前各地区国土资源局紧跟时代前进步伐,大力推进档案数字化建设。本文以某市国土资源馆藏档案数字化加工项目为例,通过实地调研、问卷调查与现场访谈等方法,发现国土资源档案数字化加工存在自主加工能力薄弱、制度标准制定建设滞后、安全保障体系不健全等突出问题。为解决上述问题,提出有序安排数字化进度,重视组建专业化加工队伍;严格规范制度标准制定程序,科学设计制度标准内容结构,认真落实制度标准实施环节;树立风险防控思维,完善安全监管体制,优化安全监管环境等建设性意见。

Abstract

At present, the Bureau of Land and Resources in all regions keeps pace with the times and vigorously promotes the digitization of archives. In this paper, it is based on a case of municipality’s Bureau of Land and Resources’ digitizing project of its collection of archives, through field investigation, questionnaire survey, field interviews and other methods, we found several outstanding problems in the process of digitization of archives of land and resources such as its weakness in independent processing ability, the set of its systems and standards that lag behind and the imperfection of its safety supporting system. In order to solve the above problems, it gives constructive suggestions as follows: arranging orderly of the archives digitization schedule, attaching importance to the specialized processing teams, standardizing strictly the formulation procedures of systems and standards, standardizing scientifically the content and structure of systems and standards, and putting into full effect the implementation of the systems and standards; also we should establish a sense of risk prevention and control, improve the safety supervision system, and optimize the safety regulatory environment.
