摘要

数字档案服务工作在日益稳健推进的过程中产生了大量数字档案用户个人信息,如何在复杂的大数据环境中妥善保障用户个人信息安全是关乎档案事业发展前景的重要问题。本文基于数字档案用户个人信息的相关特点,分析大数据环境下个人信息面临的现实困境,从网络空间安全威胁、国家法律规约、用户信息素养等角度分析其原因,强调应拓宽法律保护途径,提高技术保护能力,增强用户信息素养以及防范新型档案传播方式带来的信息安全风险。

Abstract

The digital archives service has generated a large number of digital archives users’personal information in the process of steady progress. How to properly protect the security of users' personal information in the complex big data environment is an important issue concerning the development prospects of the archives work. Based on the relevant characteristics of digital archives users’personal information, this paper analyzes the realistic difficulties faced by personal information in the context of big data,analyzes the reasons from the perspectives of cyberspace security threats, national laws and regulations and users’information literacy,and emphasizes that legal protection approaches should be broadened, technical protection capabilities improved, users’information literacy enhanced,and information security risks caused by new methods of archives dissemination prevented.
