我国企业档案宏观管理体制的演变与发展

摘要

20世纪50、60年代我国开始建立企业档案工作。70多年以来,我国企业档案宏观管理体制可以相应分为创建、恢复、发展、转型4个阶段。企业档案宏观管理体制演变历程及发展特点受国家经济体制、政府职能、法律规范、市场环境、企业产权归属、企业行业特点、企业组织架构等内外部因素的影响。新时期企业档案宏观管理体制的发展方向是：公共管理理论指导的企业档案管理体制、法治化的企业档案管理体制、多元主体合作的企业档案管理体制。

Abstract

In the 1950s and 1960s, China began to establish enterprise archives work. For more than 70 years, the macro-management system of Chinese enterprise archives work can be divided into four stages: creation, restoration, development and transformation. The evolution process and characteristics of the macro-management system of enterprise archives are influenced by the internal and external factors such as the national economic system, the government function, the legislation, the market environment, the ownership of the enterprise property, the characteristics of the enterprise industry and the organizational structure of the enterprise. In the new period, the development direction of the macro-management system of the enterprise archives is: the business archives management system guided by the public management theory, “rule of law” business archives management system,“multi-subject cooperative” business management system.
