基于裁量权共享的综合档案馆合作治理模式研究

摘要

根据裁量权分配理论,综合档案馆的社会合作模式可以分为零社会合作、业务外包与咨询、合作治理、志愿公益4个类别,其中,基于裁量权共享的合作治理模式是综合档案馆社会合作的主要模式。该模式的价值与风险并存,综合档案馆在明确自身角色定位的基础上,可以根据实际情况遵循由分析、分配、设计以及评估组成的四步循环,以确保合作治理模式的有效实现,提升社会合作质量和水平。

Abstract

According to the theory of the discretion distribution, social cooperation mode of general archives can be divided into four categories: zero social cooperation, outsourcing and consulting, cooperative governance, volunteer. The mode of cooperative governance based on the discretion sharing is the main social cooperation mode for the genera archives. The value and risk are coexisting in this mode. Based on defining its own role, the genera archives can follow the four step cycle consisting of analysis, distribution, design and evaluation according to the reality to ensure that the goal of cooperative governance can effectively fulfill and improve the quality and level of social cooperation.
