宋代榜文文书发布中的违规现象初探

摘要

宋代榜文经由皇帝、朝廷各部及地方官府发出,传递至官方场所、地方城乡、商贸地区等地区,成为朝廷及各级官府日常行政运作必不可少的辅助手段。榜文的下行及公示于民众虽有其正常的程序和规章,但在榜文发布过程中也不时存在着出榜稽缓、“擅收敕榜”、出榜泄密及违规用纸和隐匿遽收等违规现象。对此,朝廷及地方官府均采取相应措施予以惩戒,以保证榜文文书发布规章得以顺利实施,政令下行有序畅通。

Abstract

The imperial announcements of Song Dynasty, issued to official and local places or marketing places by the emperor, the court, different imperial departments and local government, was a necessary means for the daily operation of the government.Though there were rules to regularize, violation of the procedure happened occasionally, such as tardiness in issuing, unauthorized withdrawal, disclosing and improper using of paper, etc. As a result, the court and the local governments adopted different measures to deal with the improper doings.
