社群档案视域下公共档案资源体系的多元化建设路径——以澳大利亚国家档案馆“强制收养历史项目”为例

摘要

本文旨在从社群档案视角探索体制外档案资源进入国家公共档案资源体系的路径与方式。在分析澳大利亚“强制收养历史项目”历史源起的基础上,梳理了澳大利亚国家档案馆在“强制收养历史项目”诞生前后发挥的特殊作用,认为“强制收养历史项目”初步形成了以社群成员共同经历为基础、政府力量为主导、非政府组织多方联动的社群档案资源体系构建模式,为创建我国体制外社群档案资源进入体制内公共档案资源体系的常态化机制提供了有益的借鉴。

Abstract

The purpose of this paper is to explore the pathway of the archival resources outside the public cultural system transferring to the national public archival resources system. Based on analysis on the historic origin of Forced Adoptions History Project in Australia, the authors outline the special roles of the National Archives of Australia, such as providing archival materials support before the National Apology 2013, constructing and maintaining the Forced Adoptions History Project website, and developing various outreach and exhibition programs. Then the authors put forward the basic pathways of community archives resources construction in the Forced Adoptions History Project: （1）participatory archives management model based on sharing of community members’ common experience,（2）public model that led by government organizations;（3）welfare model linking to various non-government organizations, which can provide certain references for the establishment of routine archival resources transferring mechanism between community archives and public archival resources system.
