“职责”导向的政府信息共享实践——全国企业信用信息公示系统的成功经验与完善

摘要

全国企业信用信息公示系统是一个在短时间里成功上线的政府信息共享网站,它使多年来困扰工商局和社会公众的企业登记信息查询难题迎刃而解。该系统的成功可以归因于注重顶层规划设计、信息化基础工作到位等,但更为关键的原因则是国家注册资本登记制度改革转变了工商部门承担的社会职责,促使工商部门不得不及时公开公示企业登记信息这一新的政府信息共享思路。“职责”所在从制度上保证了企业登记信息的在线查询,实现了全面企业信用信息的共享。

Abstract

The national enterprise credit information publicity system which goes online in a short time is a successful government information sharing website. It has solved the problem which troubled Industrial and Commercial Bureau and the public many years. The causes of its success can be attributed to pay attention to top development planning, the good information foundation work. etc. But the changed Social duty of Industrial and Commercial Bureau which caused by Enterprise Registers System Reform of China is the most important reason results to the enterprise credit information publicity. “Social duty” ensured the online access to the enterprise registration information so as to implement the comprehensive enterprise credit information sharing from the aspect of institution.
