论我国档案文献编纂的“人”与“以人为本”

摘要
21世纪初以来,国家档案局提出了“以人为本”的档案工作指导思想,业界学者随之撰文对档案文献编纂的“以人为本”进行了一定探讨。然而从历史上来看,我国档案文献编纂实践中对“人”的问题的思考和处理经过了一个从幕后走向前台的发展演变过程。本文试回溯我国档案文献编纂中“人”的问题源流,分析当下“以人为本”编纂理念的演变发展及现实瓶颈,最后从档案文献编纂的视角来阐释“以人为本”价值理念。

Abstract
At the beginning of the 21st century, State Archives Administration raised the human-oriented ideology as the guiding thought of archival work, after which some scholars discussed the human-oriented archival documents compilation. However, historically, how to deal with the problem of human in the China’s archival documents compilation practice has come through a long development process from the backstage to the onstage. This paper tries to trace the sources and courses of the human problem in the archival documents compilation, and analyses the human-oriented ideology evolution at present and its practical barrier. Finally, the author expounds the value concept of human-oriented from a perspective of the archival documents compilation .
