我国档案馆尚未走向公共的实证分析——基于六省、市城市居民的调查数据

摘要

公共档案馆是为社会提供服务的档案馆,其利用主体主要是社会公众。为了解我国公共档案馆利用现状及档案馆服务社会、满足公众需求情况,本文采用问卷法、深度访谈等,对六省、市近3600名普通公众进行了调查。结果显示：我国公众档案馆利用总体处于较低水平,在档案利用意识、利用需求、利用人次等方面还存在严重不足,档案馆在服务社会、满足公众需求方面还存在短期内无法克服的障碍。因此,本文认为,我国档案馆与公共档案馆相比还有一定距离,我国档案馆尚未公共。

Abstract

Public Archives is to provide services for the society, the main user is the public. In order to understand the public archives status of meeting the demands of the public use, the author conducts a survey of nearly 3600 ordinary persons from six provinces and cities by the methods of questionnaires and deep interviews. The results shows that the total utilization rate is still at a low level in general. The utilization consciousness, demands and effectiveness are not satisfying. Archives have to deal with some obstacles in serving the public, which can’t beovercome in short term. Therefore, it is concluded that Chinese archives are not public archives in the real sense.
