摘要
国家档案馆档案开放社会监督是提升公共服务能力与制度公信力的重要保障。在档案开放语境下，系统分析国家档案馆档案开放社会监督的法律内涵，阐述其主体、客体、方式三个基本要素；通过面向全国省级国家档案馆线上平台的调查分析，发现存在信息公开不足、运行闭环不畅以及结构性冲突等问题，制约了公共服务效能的提升。参考美国、加拿大、欧盟等国家和组织的相关制度，构建了包含价值原则、制度规范、实施运行、保障促进四个层面的档案开放社会监督体系。

Abstract
Social supervision over archival openness in national archives serves as an important guarantee for enhancing public service capacity and institutional credibility. Within the context of archival openness, this paper systematically analyzes the legal connotations of social supervision over the archival openness in national archives and elucidates its three fundamental elements: the subject, object and means of supervision. Through an investigation and analysis of online platforms of provincial-level national archives across the country, the paper reveals issues such as insufficient information disclosure, ineffective operation and structural conflicts, which constrain the improvement of public service efficiency. Drawing on the experiences of relevant systems in the United States, Canada and the European Union, this paper constructs a social supervision framework for archival openness encompassing four dimensions: value principles, institutional norms, implementation and operation, and safeguards and facilitation.
