面向档案数据管理的不动产登记电子档案元数据方案设计研究

摘要
本研究聚焦于不动产登记电子档案的元数据方案设计,旨在构建一套系统性规则框架,用于结构化描述不动产登记电子档案内容、结构、背景信息及其管理过程,以应对数据整合、共享与长期保存的需求。在阐明方案设计的动因与基础后,结合对N市六区县的实地调研及其需求分析,提出了涵盖四类元数据实体(文件、业务、责任者、关系)的元数据方案框架,并围绕不动产登记业务特征,探讨元数据元素选择、编码体系及描述方式、规则约束及机读表达等核心设计内容。最后,文章通过将方案与N市J区的业务实践展开对照验证,论证其可行性;进一步探讨了推动“四统一”制度下推动不动产登记电子档案元数据方案落地的路径,并展望不动产登记档案数据管理的发展趋势,提出档案描述粒度精细化、数据要素化与应用智能化等未来发展方向。

Abstract
This study focuses on the design of a metadata schema for electronic archives in real estate registration, aiming to establish a systematic framework capable of structurally describing the content, structure, context and management processes of such archives to address the needs of data integration, sharing, and long-term preservation. After clarifying the design rationale and foundations, based on field investigations and requirement analyses in six districts of N City, the study proposes a schema encompassing four entity types: record, business, agent and relation. It discusses key design aspects including metadata element selection, coding systems, descriptive methods, rule constraints and machine-readable representation. The feasibility of the schema is verified through comparison with the business practices of J District in N City, followed by a discussion of its implementation under the "Four Unifications" framework. Finally, the study outlines future directions for archival data management toward finer-grained description, data elementization and intelligent applications.
