摘要

加强档案数据基础设施建设是提升档案数据服务效能、激活档案资源要素价值的重要支撑。立足国家“十五五”规划研究关键阶段，本文以《国家数据基础设施建设指引》为战略导向，在总结“十四五”档案基础设施建设情况的基础上，系统剖析档案数据基础设施建设的内外动因：内因源于档案资源、业务、服务、安全等核心发展需求，外因来自政策、数据、技术、生态等多重外部驱动。进而从存储模式升级、算力协同优化、平台互联互通、全程安全防护等维度探究档案数据基础设施建设的实现路径，旨在为释放档案数据要素价值、提升档案数据治理现代化水平提供参考。

Abstract

Strengthening the construction of archival data infrastructure is an important support for enhancing the service efficiency of archival data and activating the value of archives resource elements. Standing at the critical stage of the research for the country's "15th Five-Year Plan", this article takes the Guidance on the Construction of National Data Infrastructure as the strategic orientation. Based on the summary of the construction of archival infrastructure during the "14th Five-Year Plan", it systematically analyzes the internal and external driving forces of the construction of archival data infrastructure: the internal driving force stems from the core development needs of archival resources, business, services and security, while the external driving force comes from multiple external drivers such as policies, data, technology and ecology. Then, it explores the realization path of the construction of archival data infrastructure from the dimensions of storage mode upgrade, computing power coordination optimization, platform interconnection and interoperability, and full-process security protection, aiming to provide references for releasing the value of archival data elements and improving the modernization level of archival data governance.
