优质档案文化资源直达基层的行动框架与实践策略研究
Research on the Action Framework and Practical Strategies for Directly Delivering High-quality Archival Cultural Resources to the Grassroots Level

摘要
党的二十届三中全会明确提出“建立优质文化资源直达基层机制”的任务要求，推动优质档案文化资源直达基层是档案部门基于当前档案文化服务现状和人民对美好精神生活向往做出的必要选择。供给主体、直达对象、资源内容、直达形式构成了优质档案文化资源直达基层的行动框架。在此基础上，结合对优质档案文化资源直达基层面临现实困境的分析，从建立基层公众文化需求清单、建立健全档案文化资源供需对接机制、围绕记忆建构开展档案资源建设、融入新型公共文化空间建设四个方面明确优质档案文化资源直达基层的实践策略。

Abstract
The Third Plenary Session of the 20th Central Committee of the Communist Party of China clearly put forward the task requirement of "establishing a mechanism for high-quality cultural resources to reach the grassroots level". Promoting high-quality archival cultural resources to reach the grassroots level is a necessary choice made by the archival department based on the current status of archival cultural services and the people's aspiration for a better spiritual life. The supply subject, direct target, resource content, and direct form constitute the action framework for high-quality archival cultural resources to reach the grassroots level. On this basis, combined with the analysis of the difficulties faced by high-quality archival cultural resources reaching the grassroots level, the practical strategies for high-quality archival cultural resources to reach the grassroots level are clarified from four aspects: establishing a list of cultural needs of the grassroots public, establishing and improving the supply and demand connection mechanism of archival cultural resources, conducting archival resource construction around memory construction, and integrating into the construction of new public cultural spaces.
