面向单套制的电子档案可信管理内涵与策略探析

摘要

电子档案面临深刻的信任危机，具体表现为篡改、损毁、伪造、泄密等问题，单套制也要求实现电子档案可信管理。为回应电子档案可信管理现实需求，基于数字信任体系，提出电子档案可信管理包括主体可信、活动可信、客体可信，并从新时代的新变化出发，分析了电子档案可信管理的构成要素。主体可信表现为动态多元主体可信，包括身份可确认、行为可确认及持续信任；活动可信表现为连续非线性活动可信，包括活动合规可追溯、活动全程连续互信、活动执行环境 安全；客体可信表现为动态关联客体可信，包括要素合规、要素安全一致、要素完整互信。以可信构成要素为依据，论述了基于认证技术、形成技术、校验技术、监控技术、安全技术、存储技术、AI技术的技术面向策略，提出了主体权责 规范、全程连续管理规范、多元要素关联互信规范等制度重构策略。

Abstract

Electronic records are facing a profound crisis of trust, specifically manifested in issues such as tampering, damage, forgery, and information leakage. Single-set digital archiving system also requires the realization of trustworthy management of electronic records. To address the practical needs for trustworthy management of electronic records, based on the digital trust system, the connotation of trustworthy management of electronic archives is proposed, which includes trustworthy subjects, trustworthy activities, and trustworthy objects. The trustworthiness of subjects is characterized by dynamic and diverse subject trustworthiness, including verifiable identity, verifiable behavior, and sustained trust. The trustworthiness of activities is characterized by continuous and non-linear activity trustworthiness, including compliance of activities, continuous mutual trust throughout the entire process, and a secure execution environment. The trustworthiness of objects is characterized by the trustworthiness of dynamic and interrelated elements, including compliance of elements, security and consistency, and integrity and mutual trust. Based on the trustworthy elements, this paper discussed the technical strategies based on the new generation of trust technology, which includes identity authentication technology, formation technology, verification technology, monitoring technology, security technology, storage technology and so on. It also discussed the institutional strategies, which includes the regulation of subject rights and responsibilities, the regulation of the entire process management, and the regulation of element interrelation and mutual trust.
