世界文化遗产档案治理框架与实践启示——以杭州三大世界文化遗产为例

摘要
世界文化遗产档案真实记录遗产本体变迁及其管理活动，是保护文化遗产、传承优秀文化、弘扬文化自信的宝贵材料，全面系统推进世界文化遗产档案治理工作，是新时代加强档案治理体系建设、提升世界文化遗产档案管理效能的应然 之举。基于档案治理核心理念和世界文化遗产档案治理关键需求，本研究构建了以善治为目标，以法治、数治和共治为行动的世界文化遗产档案治理框架，并选取杭州三大世界文化遗产进行案例分析，探讨其治理的现状与问题，总结经验并提出对其他世界文化遗产档案治理的启示。

Abstract
World Cultural Heritage archives provide an authentic record of the transformation of heritage sites and their management activities. They serve as valuable materials for protecting cultural heritage, passing down outstanding cultural traditions, and promoting cultural confidence. Advancing the governance of World Cultural Heritage archives comprehensively and systematically is essential for strengthening the archives governance system and enhancing the management efficiency of these archives in the new era. Based on the core principles of archives governance and the key requirements for managing World Cultural Heritage archives, this study establishes a governance framework for world cultural heritage archives, guided by the principle of good governance and implemented through three dimensions: legal governance, digital governance, and collaborative governance. Applying this framework to analyze three World Cultural Heritage sites in Hangzhou, the research investigates their current governance status and challenges, summarize best practices, and provides insights for improving the governance of World Cultural Heritage archives globally.
