档案治理现代化视域下的档案工作责任制：基础架构、影响要素与实施策略
Responsibility System of Archival Work from the Perspective of Archives Management Modernization: Infrastructure, Influencing Factors, and Implementation Strategies

摘要
档案工作责任制是档案治理现代化背景下依法治档的时代要求，是档案事业高质量发展的制度保障。构建并落实档案工作责任制有利于健全档案工作制度体系，解决档案工作多元治理主体权责不明、协同不畅等现实问题。本研究在构建档案工作责任制架构的基础上采用质性研究方法，明确档案工作责任制的影响要素。研究表明，影响档案工作责任制的构建与落实的要素主要包括责任制组织、责任制特征、责任制环境、责任制主体四个维度，针对四个影响要素，本研究提出推进档案工作责任制建设的具体建议。

Abstract
The responsibility system of archival work is the requirement of the times to administer archives according to law under the background of modernization of archival management, and is the institutional guarantee for the high-quality development of archival undertakings. The establishment and implementation of the responsibility system of archival work is conducive to improving the archival work system, and solving the practical problems such as unclear rights and responsibilities and poor coordination of the multi-governance subjects of archival work. On the basis of constructing the framework of the archival work responsibility system, this study adopts the qualitative research method to clarify the influencing factors of the archival work responsibility system. The research shows that the factors affecting the construction and implementation of the responsibility system of archival work mainly include four dimensions: the organization of the responsibility system, the characteristics of the responsibility system, the environment of the responsibility system and the subject of the responsibility system, and specific suggestions are put forward to promote the construction of the responsibility system of archival work.
