摘要
“三个走向”是档案事业发展的根本遵循。走向依法治理是档案治理体系和治理能力现代化的重要依托，走向开放是为党管档、为国守史、为民服务的应有之义，走向现代化是推进档案事业高质量发展的必由之路。二十年来，我国档案事业取得显著成绩，依法治档能力显著提升，档案开放格局初步形成，档案创新发展成效突出。面向未来，需要以依法治档能力为基础，全面提升档案治理效能；以档案开放格局为依托，加快构建档案开放生态；以档案创新发展为支柱，奋力推进档案事业转型。

Abstract
The "three directions" is the fundamental guideline for the development of archival enterprise. Towards governance by law is an important support for the modernization of archives governance system and governance capacity, towards openness is an essential part of managing archives for the Communist Party of China, safeguarding national history, and serving the people, towards modernization is the only way to promote the high-quality development of archival enterprise. Over the past twenty years, China's archival enterprise has made remarkable achievements, the ability to govern archives by law has been significantly improved, the pattern of opening archives has been initially formed, and the innovative development of archival enterprise has achieved outstanding results. Looking to the future, it is necessary to take the ability to govern archives by law as the basis for comprehensively enhancing the effectiveness of archives governance; to take the pattern of opening archives as the basis for accelerating the construction of opening archives ecology; and to take the innovative development of archival enterprise as the pillar for striving to push forward the transformation of archival enterprise.
