我国重特大事件档案法规政策协同化研究

摘要
2022年9月中共中央办公厅、国务院办公厅印发的《关于加强重特大事件档案工作的通知》专门强调了重特大事件档案法规政策的协同化问题。目前，我国重特大事件档案法规政策在协同化方面，采取了自下而上的体系化之路，初步建构了协同系统。但毋庸讳言，目前仍存在重特大事件档案核心关键词的名称不统一、部分下位法规政策与上位法规政策存在抵触冲突、地方法规政策在档案利用方面忽视与上位法规政策的协同以及地方法规政策间缺乏协作等问题。未来，应通过统一重特大事件档案核心关键词的使用应用，全面清理上下位法规政策的抵触冲突，提升下位法规政策与上位法规政策档案利用方面的协同性，强化跨区域重特大事件档案法规政策协作等路径，提升我国重特大事件档案法规政策的协同化水平。

Abstract
The Notice on Strengthening the Work of Archives for Major Events issued by the General Office of the Communist Party of China and the State Council in September 2022, specifically emphasizes the coordination of regulations and policies for archives for major events. At present, China has adopted a bottom-up systematic approach in the coordination of regulations and policies for major event archives, and has preliminarily constructed a collaborative system. However, there are still insufficient issues such as inconsistent names of core keywords in major event archives, conflicts between some lower level regulations and policies and upper level regulations and policies, neglect of coordination between local regulations and policies in archive utilization and upper level regulations and policies, and lack of collaboration between local regulations and policies. In the future, we should enhance the level of synergy in China's major event archives regulations and policies by unifying the use and application of core keywords, comprehensively clearing conflicts between upper and lower regulatory policies, enhancing the synergy between lower regulatory policies and upper regulatory policy archives, and strengthening cross regional cooperation in regulations and policies related to archives for major events.
