“十四五”时期我国档案事业发展注意力配置研究
Research on the Allocation of Attention to the Development of China's Archival Undertaking During the 14th Five-Year Plan Period

摘要
本文引入注意力理论视角，采用内容分析法，使用NVivo 12软件对《“十四五”全国档案事业发展规划》以及21份地方“十四五”档案事业发展规划的注意力进行编码。通过参考点梳理和文本覆盖率测量分析了我国“十四五”时期档案事业发展的注意力分布、配置重点、配置差异性。研究发现：地方与全国规划注意力配置逻辑基本一致，但部分地方规划注意力配置结构存在差异且优化不足；规划注意力配置强度客观呈现出“十四五”时期档案事业发展的重点任务与核心议题；受注意力情景和约束条件的影响，各地方规划注意力配置议题及解决方案呈现差异和鲜明特色；“十四五”时期档案事业发展地方规划注意力配置中对新兴议题的敏锐性存在一定差异。

Abstract
This paper introduces the perspective of attention theory, adopts the content analysis method, and uses NVivo 12 software to code the attention of the "14th Five-Year Plan" of National Archival Undertaking Development and 21 local "14th Five-Year Plan" of archival undertaking development. Through reference point combing and text coverage, the attention distribution, allocation focus and configuration differences of the development of archival undertakings in China during the "14th Five-Year Plan" period were measured and analyzed. It is found that the logic of attention allocation in local and national planning is basically the same, but there are differences in the structure of attention allocation in some local planning and insufficient optimization. The intensity of planning attention allocation objectively presents the key tasks and core issues of the development of archival undertakings during the "14th Five-Year Plan" period. Affected by attention scenarios and constraints, the issues and solutions of attention allocation in different local planning showed different and distinctive characteristics. During the 14th Five-Year Plan period, there are certain differences in the sensitivity of emerging issues in the allocation of attention in local planning for the development of archival business.
