摘要

公共管理学视野下的生产特性源自对生产概念的如下理解：把生产仅看作将资源投入转化为产出的技术性过程;而生产特性,即在此技术性过程中呈现出来的特点。文本将非遗档案资源建设区分为“非遗建档”和“非遗档案保存”两类工作,将非遗档案区分为“非遗本体”与“非遗保护工作”两类档案,对非遗档案资源建设的具体工作内容及其生产特性进行了细致考察,并以考察结果为依据,从有效生产制度安排层面深入分析了非遗本体建档、非遗保护工作建档与非遗档案保存三者各自的治理需求。

Abstract

The term of production characteristics from the perspective of public management comes from the following understanding of the concept of production: Production is only regarded as a technical process of transforming resource input into output, so the production characteristics refer to the characteristics presented in this technical process. This paper makes a detailed discussion on the specific work content and the production characteristics of the Intangible Cultural Heritage（ICH）archives resources construction, based on the division of ICH archives resources construction into "Constructing ICH Archives" and "Preserving ICH Archives", and the division of ICH archives into "ICH Ontology Archives" and "ICH Protection Work Archives". Then based on the investigation results, this paper deeply analyzes the governance needs of ICH ontology archives construction, ICH protection work archives construction and ICH archives preservation from the perspective of effective production system arrangement.
