面向应急决策的卫生防疫档案信息服务能力建设研究

摘要

面向应急决策的卫生防疫档案信息服务是完善我国重大疫情防控体制机制,健全国家公共卫生应急管理体系的迫切要求。本文在审视当前研究动态和实践症结的基础上,立足于卫生防疫档案信息服务能力与应急决策的内在逻辑,提出建构卫生防疫档案信息服务能力这一命题,分析其能力内涵,并从卫生防疫档案信息的储备能力、整合能力、集成能力、转化能力四个层次阐释其能力结构和内在机理。最后,从不同视角和维度提出卫生防疫档案信息服务能力建设的路径。

Abstract

：The health epidemic prevention archives information service for emergency decision-making is an urgent requirement to improve China's major epidemic prevention and control system and mechanisms, and to improve the national public health emergency management system. On the basis of survey the current research trends and the crux of practice, based on the internal logic of the information service capability and emergency decision-making of the health and epidemic prevention archives, the proposition of constructing the information and emergency service capability of the health and epidemic prevention archives is put forward, and its connotation is analyzed. The capacity structure and internal mechanism of the health and epidemic prevention archives are explained from four levels: information reserve capacity, integration ability, integration capacity, and transformation capacity. Finally, from different perspectives and dimensions, the path of capacity building for emergency services of health and epidemic prevention archives is proposed.
