治理现代化背景下企业档案机构设置及其运行研究—以中国石油为例

摘要

企业档案机构是确保企业档案工作顺利开展的重要组织保障,优化企业档案机构设置及其运行,直接关系到档案机构本身的履职能力和企业治理现代化目标的实现程度。在对我国企业档案机构相关研究进行梳理的基础上,分析了治理现代化背景下企业档案机构设置及其运行所面临的挑战和机遇,并以中国石油为例,全面介绍和剖析了中国石油档案机构的优化背景、主要做法、运行情况等方面的实践探索。最后,基于治理现代化视阈提出企业档案机构设置及其运行的对策建议,即国家应加大对企业档案机构设置的指导力度,企业设置档案机构应优先考虑管理职能的发挥,企业档案机构应把握发展趋势积极拓展职能。

Abstract

：The enterprise archives agency is an organizational guarantee to ensure the smooth development of enterprise archives work, and optimizing the establishment and operation of the enterprise archives agency can promote the improvement on corporate governance capabilities and corporate archives governance capabilities. On the basis of sorting out the relevant research on my country's corporate archives, this article analyzes the challenges and opportunities faced by the establishment and operation of corporate archives under the background of governance modernization. Taking China National Petroleum Corporation（CNPC）as an example, it comprehensively introduces and analyzes the CNPC archives practical exploration on the optimization background, main methods, and operating conditions of the company. Finally, based on the perspective of governance modernization, the countermeasures and suggestions for the establishment and operation of enterprise archives agencies are putting forward. That is, the state should increase the guidance of the establishment of enterprise archives agencies. The establishment of archives agencies by enterprises should give priority to the performance of management functions. Grasp the development trend and actively expand function.
