摘要
2020年6月20日新修订的《中华人民共和国档案法》的颁布,开启了新一轮全国性档案法规规章和规范性文件修订的序幕。为做好《中华人民共和国档案法实施办法》的修订工作,需要以整体观与系统性的视野,遵循定原则、建组织、立制度、确规范、划范围的思路,以新修订的《中华人民共和国档案法》为依据,以解决难点问题为突破口,充分细化法律条款的内容,着力打造符合时代要求的能够落地落实的档案法律规范。
Abstract
：On June 20th, 2020, the newly revised Archives Law of the People's Republic of China was promulgated, opening the prelude to a new round of revision of national archives laws, regulations and normative documents. In order to do a good job in revising Measures for the Implementation of the Archives Law of the People's Republic of China, it is necessary to adopt a holistic and systematic view, follow the thoughts of setting principles, forming organizations, establishing systems, confirming norms, and delimiting the scopes. Taking the newly revised the Archives Law of the People’s Republic of China, taking solving difficult issues as a breakthrough point, refining the content of the legal clauses fully, and efforts are being made to create archives legal norms that meet the requirements of the times and can be implemented.
