国家档案治理：研究现状、未来图景及其实现路径

摘要

档案治理是国家治理的重要组成部分,档案治理体系和治理能力现代化是新时期推动档案事业发展的重要保障。文章首先全面梳理了国内外档案治理的研究现状,并对比分析了其异同点。其次在国家治理现代化背景下科学构想我国档案治理的未来图景,即形成多元主体共建共治共享的档案治理共同体、建设以依法治档为核心的档案治理制度体系、构建以问题为导向的档案治理内容体系和以善治为目标的档案治理评估体系等。为此还需要学界不断强化档案治理研究的实践导向,努力拓展档案治理的研究视野,综合运用多种研究方法,进一步深化档案治理研究内容并高度重视相关治理经验的学习借鉴,以加快推进我国档案治理体系和治理能力现代化建设,进而推动档案事业全面发展。

Abstract

：Archival governance is an important part of national governance, and the modernization of archival governance system and ability is the important guarantee for the development of archives undertaking in the new period. This paper first comprehensively reviews the research progression of archival governance at home and abroad, and analyzes their similarities and differences. Then in the context of the modernization of national governance, this paper proposes the scientific conception of archival governance practice in China which forms the multi-subject structure for the co-construction, co-governance and co-sharing of archival governance, and builds the institutional system based on law, the content system oriented by problems, and the evaluation system aiming at good governance. For that, our further research needs to constantly strengthen the practical guidance,strive to expand the horizons,comprehensively apply various research methods, further deepen its content and greatly pay attention to learning others, so as to speed up the modernization of archival governance system and capacity in China, and then promote the overall development of archives.
