档案治理问题思考

摘要

档案治理体系与治理能力现代化既是档案事业发展的内在需要,更是国家治理体系与治理能力现代化的有机组成部分。把握档案治理思维与治理实践的本质,明确档案治理思维的出发点与目标指向是有效开展档案治理的基本前提。完善档案治理体制及其实现机制、完善档案法规体系、强力推进档案治理能力建设是档案治理建设应有的现实着力点。

Abstract

：The modernization of archives governance system and governance capabilitiesis not only the internal needs of the development of the archives, but also the organic part of the modernization of the national governance system and governance capabilities. Grasping the essence of archives governance thought and governance practice, and clarifying the starting point and goal of archives governance thought are the basic premises for effective of archives governance. The practice of archives governance construction should focus on improving the archives governance system and its implementation mechanism, perfecting the archives laws and regulations system, and strongly promoting archives governance capabilities building.
