疫情周期与文件生命周期叠加视角下的防疫档案管理研究

摘要

[目的/意义]防疫档案能真实、准确反映疫情发展的历史过程,科学开展防疫档案管理,有助于提高防疫应急能力、提供防疫经验借鉴。[方法/过程]本文以时间维度为线索,从疫情周期和文件生命周期叠加视角出发,首先分析了两者的内涵与关联,其次归纳出疫情潜伏期、疫情暴发期、疫情恢复期的文件形成特点,最后探究各阶段防疫档案管理的工作重点。[结果/结论]建议疫情潜伏期需提高防疫档案管理意识,建立重大疫情防控档案管理机制,基于存量档案提供预警决策信息;疫情暴发期应组建防疫档案管理团队,明确防疫档案归档和收集范围,推进防控期间的政府信息公开,灵活开展日常业务;疫情恢复期应构建防疫档案专题数据库,参与公众健康档案研究,支持疫情防控科研攻关,开展卫生健康宣传教育。

Abstract

[Purpose /significance]Epidemic prevention archives can truly and accurately reflect the historical process of epidemic development. Scientific management of epidemic prevention archives can help improve the ability of epidemic prevention and provide reference for epidemic prevention experience.[Method /process] This article uses the time dimension as a clue. From the perspective of the epidemic cycle and life cycle of records, firstly it analyzes the connotation and correlation between the two. Then the article summarizes the characteristics of the records formation of the epidemic incubation period, outbreak period and recovery period. Finally the article explores the work priorities of the epidemic prevention archives management in each stage. [Result/ conclusion]Research recommendations： During the incubation period,the awareness of epidemic prevention archives management should be improved, and a major epidemic prevention and control archives management mechanism should be established to provide early-warning decision-making information based on existing archives. During the outbreak period, an epidemic prevention archives management team should be established to clarify the scope of archives and collection of epidemic prevention archives, promote the disclosure of government information , and conduct daily archives business flexibly. During the recovery period, a thematic database of epidemic prevention archives should be established, participate in the research of public health archives, support scientific research on epidemic prevention and control, and carry out health propaganda and education.
