集中与分布的博弈：数字时代澳大利亚档案保管模式的发展及启示
The Battle of Concentration and Distribution: The Development and Enlightenment of Australian Archives Custody Model in the Digital Era
摘要
笔者通过对数字时代澳大利亚的档案保管模式进行案例分析,发现其发展过程呈现出“集中”与“分布”两种保管思维的博弈,其模式转变是技术变化、利用需求和管理理论等多重因素影响的结果,其现行保管模式在集中管控、法律遵从、具体方案和实施指南方面特色鲜明。以此为启发,本文提出数字时代我国的档案保管战略应关注多样化需求,革新保管理念,加强集中管控,完善法律、政策和制度保障。
