我国档案标准化工作现状调查与存在问题分析

摘要

我国档案标准的制定由国家和中央政府机关主导,参与起草的单位主要是大型公司。从档案标准制定工作看,存在强制性标准过多、采标跟进不及时等问题。从档案标准管理工作看,在结构上初步形成体系,但还存在分布态势不均匀、推动作用不大、标龄较长、修订间隔大等问题;从档案标准内容协调工作看,标准内容的各个要素还存在着重复、冲突、不规范和不协调的地方。为此,建议有关部门应采取相应的措施加强档案标准化工作,推动档案标准化工作法规、制度和程序,档案标准组织和档案标准体系三位一体建设工作的进程。

Abstract

The formulation of China’s archives standards are led by the state and central government institutions, and large companies are mainly involved in drafting standards. On the one hand,there are several problems in the formulation process,such as excessive mandatory standards,adopting standards late. On the other hand,there are still several problems in the management process,such as uneven distribution,little effect,long standard age, and large revision interval. What’s more,there are several problems in the content coordination aspect including content repetition,conflict,denormalization,and incoordination. Therefore,the relevant departments should take corresponding measures to strengthen the standardization of archives to move the construction process of archives laws and regulations,archives standards organization,and archives standard system.
