再谈“卷”改“件”——新《归档文件整理规则》颁布之后

摘要

2015年版《归档文件整理规则》的颁布与实施,将档案管理的立卷改革推向了一个新的制高点。作者着眼于“卷”改“件”前后效能对比,从工作强度、检索与利用、档案管理造价分析、档案鉴定等5个方面进行了系统分析,以便我们对新规则有一个清醒、全面、客观的认识,为后续的健康持续发展提供基础保障,并在最后探讨了信息化时代做好电子文件归档的策略和思路。

Abstract

The issue and implementation of the 2015 edition of The Arrangement Rules of Archival Documents has pushed forward the archives management to a higher standard. The author focuses on the performance comparison before and after the implementation of the change from the following five aspects: work intensity, retrieval, utilization, cost analysis and archives appraisal. All these elements are systematically analyzed, so that we could have a clear, comprehensive and objective understanding of the new rules, and provide the basis for the follow-up healthy and sustainable development. Finally, the author analyzes and proposes the strategies and approaches of electronic filing in the information era.
