摘要

本文重点讲述赫鲁晓夫“解冻”时期（20世纪50年代下半叶）苏共中央委员会所关注的部门———苏联内务部档案总局的档案文献开放问题。将这一时期的档案文件开放总结为雏形阶段、立法阶段和执行阶段,这三个阶段所做的努力为档案解密及对外开放开辟了新的视角。

Abstract

This paper focus on the opening of Archival documents of Files Administration in the Interior Ministry of Soviet Union which is paid close attention by Committee of the Ukrainian Communist Party during the period of Khrushchev "thaw"(the second half of the 1950s). The opening of archival documents of that period can be divided into three stages: original stage,legislative stage and implementation stage,and the effort during the three stages explores new perspective of archives declassification and open.
