档案全过程安全管理中的风险控制研究

摘要

本文主要讨论档案全过程管理及其安全风险隐患,从档案前端控制、档案库房保管及库外后程监管三方面,阐述了档案运行全过程安全管理的要求与方法,明确档案安全的风险控制与安全隐患消除的工作出发点,并通过采用风险控制指标的方式,讨论制定档案风险控制指标的方法及其相应的作用,综合评定方案实施的过程与结果,为化解档案威胁、消除安全隐患,控制事故风险提供有效的方法。

Abstract

This article studies Whole-Process-Management and archival hidden dangers, discusses the demands and methods of archival safety under whole process management from three respects: the front control, warehouse storage and follow-up supervision. It also clarifies the starting point of archival risk control and hidden danger removement, explains the method and function of risk control index, comprehensively evaluates opreating process and result, and supplies valuable methods for removing archival security threats and hidden dangers and controlling archival safety risk.
