电子文件前端控制的系统问题及对策研究

摘要

电子文件前端控制实施面临着管理与技术的系统复杂性,表现为：电子文件运动的动态特性与静态特性矛盾冲突;全局属性与局部属性的矛盾冲突。这也是“双套制”存在的根本原因之一,管理理论及方法与技术的有效衔接是解决问题的根本方法。文章从系统的角度分析了前端控制所面临的主要现实问题及产生的系统原因,根据技术环境所具有的一致性、层次性结构特征,提出了基于公共元数据拓展及捕获、管理的结构化、层次化对策。

Abstract

The implementation for front-end controlling of electronic records would face system complexity,which includes the conflict between static and dynamic characteristics, and the contradiction between global and local attributes in the process of electronic records movement. The above also is the main reason for the existence of “double sets of system”, and the fundamental solution is that theory and method could meet the modern information technology. This article analyzes the major practical problems of front-end controlling, and researches on the system causes of the problem. According to the structure characteristic of technological environment, which is consistency and hierarchy, it proposes suggestions which should base on public metadata expanding, capturing and managing by structured, hierarchical approach.
