电子文件（档案）长期保存责任体系构建研究

摘要

电子文件（档案）的长期保存工作涉及电子文件产生、流转和保管的不同阶段,需要多个相关责任主体协调合作,责任分担来完成。其中,建立电子文件（档案）长期保存的责任体系,明确责任主体,落实主体的责任内容是开展长期保存工作的保障机制之一。本文从电子文件生命周期的视角研究电子文件（档案）长期保存的责任体系,分析电子文件生命周期不同阶段的阶段目标、特点、影响长期保存的主要因素和解决路径。在此基础上划分不同阶段的责任主体,明确责任内容,从而构建电子文件（档案）长期保存的责任体系。

Abstract

The long-term preservation of electronic records （archives） relates to works in various stage of production, transfer and storage of electronic records. Hence both cooperation and responsibilities sharing among multiple related duty persons is needed. Among them, the establishment of responsibility system for long-term preservation of electronic records, clearly defining responsibility subject and implementation responsibility content of subject is one of the mechanism that ensures long-term preservation. This article studies the responsibility system from the aspect of life cycle of electronic records, analyzes the target and characteristics of electronic records in different stage of life cycle, and also factors influencing long-term preservation and the solutions. Based on the analysis, the article divides responsibility subject of different stages, defines responsibility content and suggestes an responsibility system for long-term preservation of the electronic records （archives）.
