提升电子文件管理系统质量的路径分析
The Path Analysis of Improving the Quality of Electronic Records System
摘要
系统研发和实施的质量成为决定其中电子文件质量的关键所在。一些发达国家和地区围绕着管理电子文件的系统的质量提升,在多年的研究与实践中,逐步摸索出“标准引导、政策配套”的基本路径。即通过制定系统功能需求规范及实施指南,引导产品研发;通过制定配套的采购政策,要求有关用户购买符合标准的产品。本文通过基于文献的案例研究法,对此路径展开分析,并对我国相关工作的开展提出建议。
